pc runs some apps super slow and all games at 1fps

hey guys as the title says i have a weird problem. system is :
AMD Ryzen 5 Six Core 2600X
Asus Prime X470-Pro
Team Group Dark Pro "8Pack Edition" 16GB
Palit GeForce RTX 2070 SUPER JETSTREAM
samsung evo 256gb ssd

up until yesterday its been running fine. Now programs like epic launcher and OBS studio run so slow mean if i scroll it takes a few seconds to recognosise ive scrolled or if i click a link it takes a few seconds to take me to the thing ive clicked, OBS studio is the same everything just takes 10x longer than it should. All games now run at 1fps. But programs like steam, my browsers and Stream labs OBS run perfectly fine.
cpu is running at 30° when idle as my house is hot as hell.
Rivatuner starts up each time i boot the pc and tells me i cant hook some devices but nothing seems to fix this issue.
there are no processes eating up and cpu or memory
what else should i be checking?

Something hogging I/O time perhaps, like a malfunctioning USB device, device driver, or monitoring software?

How full is that SSD?

SSD still had 100GB free, couldnt see anything hogging anything in tast manager also not having usb issues. Ive now re formatted and it seems to be running fine now after installing everything i needed too lol TBH it needed a reformat as its been a longgggg time since i cleaned it up. Fingers crossed it doesnt happen again
