pc upgrades HELP

i have been posting on reddit and they have said that my cpu is bottlenecking my gpu and they said the only way i can stop the bottle neck is by either downgrading my gpu or upgrading my cpu but the thing is i have an asrock z97 oc formula mobo and its all old cpus so ive been told to upgrade that to a b450 and get any ryzen 3000 cpu mean while im trying to make everything as cheap as it can get but then ill have to also get ddr4 ram because all mine is ddr3 so i was just wondering could someone recommend the cheapest way of getting rid of my bottle neck without downgrading my gpu

i5-4460 @3.20ghz
asrock z97 oc formula
16gb of ddr3 ram
radeon 5600 xt mech oc

Either get a cheap 2nd hand i7 4770k and by cheap I'd say no more than £100 or go with a 10400f which is cheaper than the 3600 but performs the same but will still require a new motherboard and ram.

not really im lacking a lot of fps and when i watch other people with the same gpu as me but with a ryzen 5 there getting like an additional 50+fps than me

You could probably offset £120 of this by selling your current CPU mob and ram.

The 10400f is a very good choice and will match the 3600 in gaming but heres an amd buid with cheapest.
