Pedal Cleats

I have some Shimano M424 SPD Pedals with the SH51 SPD cleats but can't work out how to adjust the pedals so that the cleat can fit into them. I've tried adjusting the bolts on the pedals with an allen key but this just unscrews the bolt

Can anyone help?
