The HMRC would be more likely to investigate the old fudder than a 15 year old earning a few quid.......the kid won't even have a NI number yet and unless he is earning more than £8105 a year then the HMRC will simply tell the old fudder to stop wasting their time.

I had a NI number at 15 although I had a job so my have been given it early?

And yes the UK taxable allowance applies to all.
 
I know that if I pay my sister (who is 16) from my business, and she is earning under the personal allowance, all I have to do is stick it in my books as a wage, no PAYE is required or payroll forms needed.

Ok....as far as I was aware you began paying NI at 16 so received your NI number just before or on your 16th birthday... It was a long time ago for me though.

It's the fliers that are probably illegal - they're graffiti. Even if he's only 15 and he needs some money it's unacceptable.

The tax position is fine, he's in no way earning even close to enough to pay tax.
