I am in a simular situration upgrading my second pc which users Phenom II X3 720 processor and want to updrade to Phenom II X4 Quad Core 955 processor. My question is when upgrading a processor do you have to re instail windows or make any changes in bios?

No, Windows doesn't have to be re-installed when you change a CPU. If you go from single core to 2 or more the OS SHOULD change to a MP pc setup, changing the 'hal' file to suit. This can sometimes fail on XP, but Vista seems not to have this issue.

The only issue with the bios is making sure your motherboard is compatable with the CPU you want to use. Sometimes you have to flash a new bios to accomodate a new CPU, but you will have to check the CPU compatability list on the web site for your motherboard manufacturer.
