If you're testing at the test socket behind the master faceplate you will need to use an ADSL microfilter otherwise you'll hear the ADSL frequencies on the line. Make sure you use a filter and corded phone that you know are working.
check your broadband speed if you find it is half what it should be it is likely thats one of the copper wires has an issue.
I had this very problem broadband was working (at half speed) but phone was not.
BT engineer came out and he swapped the wire over and told me each house actually has 4 wires going to it so just swapped the faulty wire over in the exchange cab for a working one.
They always get you to agree to a charge if its not there kit.
