Photoshop help

I'm not having much luck resizing these .png images. The only software i have is irfanview and it falls over when trying to keep transparencies. If you can spare the time i need these in .png format, 64x64 with transparencies preserved.

If there is anything that can be done to fix/tidy up or improve on them then please go nuts! I really appreciate any help given.

Thank you so much. I've decided to try and expand my own knowledge in this field so will be spending the day with a copy of paint.net, brushing up on my image editing. Hopefully i won't need to ask for 'photoshop help' for much longer
