I need the banner to be roughly 1024 x 250 ish.

I think he's trying to imply that you'd be better off hosting the images on an image hosting site where people can actually see what they're downloading rather than bundling into a compressed file that could potentially have malicious contents.

Fair enough, they are clean, your children could view them, it is just some local landmarks!
