phpbb in html page

my mate has offered to build his dad a cycling site. he wants a site and forum, and specifications for the forum are can it be embedded in html page like this cycling site

so how would he go about doing it

It's just skinning the forum to look like the main site.

With a lot of the forum software, you can simply just alter the header and footer of the skin to incorporate the forum into your main html page without having to alter the whole thing.
