Ports blocked but no firewall/router?

Hi, my computer seems to block all ports even though I have no firewall or router. I can do things like IRC and web browsing but I can't receive DCC in IRC or use file share programs. I can send with DCC though.

When I do online port scans all ports seem to be closed/blocked.

Any ideas?

When I use laptop it's ok. So it sounds like something to do with the Windows on the desktop? and no, it's not Windows Firewall, that's disabled.

If you are behind a router chances are it will have NAT and possibly its own firewall. you'll need to forward the ports I would imagine.
 
i have had this problem before

it (for me) is windows firewall

even with it switched OFF you need to go into the exceptions tab and add either a port or program to the list eg dc++ and the port it uses

that should sort things out for you
