Possible to boot without graphics card with ryzen 9 3950x?

I'm just putting my new build together. I've connected HDMI to my Asus Tuf motherboard. I don't have a graphics card yet.

I'm noticing I'm getting a black screen and can't boot to bios or even windows.. Is it anything to do with Ryzen?

There's no integrated GPU on that CPU so you will need a discreet GPU
