Purchased Bioshock through Russian CD key seller....help

I purchased a serial key from a Russian cd key seller for Steam.

When I tried to activate it wouldn't work as I didn't purchase it in my country, I contacted the seller and they gave me instructions to activate though a vpn. I didn't agree with this and asked for my money back, for which they refused, I followed up with a Paypal dispute, for which they declined me.

Last resort I tried the vpn and activated it, I then closed the vpn as instructed, now when I go to download the game it says -

The game was activated with a different product code that is valid only in a specific geographically region. Since you are not currently in that region, Bioshock Infinite is not available to play.

To be clear, the game won't even install even with the vpn active.

I can't download or play with or without the vpn.

I bought Hitman from them a few weeks ago and works fine. They list the games that need vpn for activation but for this one they didn't.

Yes, lesson learned - I won't be using them again!

I didn't use ebay, not sure how that got brought into this.

If I buy another copy say from steam or gmg do I have to remove the other game first?

The other two games they offered worked fine, Hitman being one of them so this would suggest some keys aren't region locked.

As above when some games work, would that not lead me to believe they are ok to buy from?

They state on the games that are region locked that a vpn is required, this one didn't state that. From this no, it wasn't my error just bad judgement.
