You should have a service form, showing it's had it's annual service & safety check.

Service is not mandatory, safety check is.

Assuming you haven't already, just explain the problem to the agent/landlord and see what they say. Don't "go legal" from the start, but the boiler is covered under the LL's Section 11 repairing obligations.
 
How important is a yearly service? Mine hasn't been serviced for some years. Should I really get a man in ASAP?

I have mine done every year, it was done last month, my Valliant boiler needed a new CH pressure sensor, first part since it was new.
Also adjusted the gas flow as it was using too much gas, plus a full safety check, even though it's room sealed, I still worry about carbon monoxide.
 
No way you can be liable for getting the boiler fixed as a tenant.

In this scenario, probably not, but there is not "no way" the tenant can be liable for any boiler repair. If the tenant does something daft ("un-tenant like behaviour") then they are liable for the cost. The LL still has his legal responsibility to fix it, but can reclaim losses from the tenant. That could include mucking around with water pressures or frost damage in winter.

If the tenant has done nothing irresponsible, it almost certainly falls on the landlord (as in this case).
