Recommend me a Broadband ISP Please?

Requirements:

1: Allow a block of 8 static IP adresses
2: Does not filter inbound to the connection.

This is for personal network at home, running windows domain/email and pvr network. I am not interested in just using port forwarding on an ADSL router, as will be implementing a full firewall/vpn solution.
