Recommend me a Cooler for My Q6600 Plz

I recently purchased the items below:

When the pc has been off for a few hours and i press the power button. The CPU fan will fail to spin unless i flick it a little.

The idle speed for the CPU is 39 degrees. I cant figure out why the cpu fan wont spin on bootup, so i thought i would just replace the fan/heatsink itself.

I dont have any plans to overclock and i was looking for a budget cpu cooler for the Q6600.

I would like to spend about £20.00 max.

You advise is appreciated.

well if you dont plan to overclock then the stock heatsink is fine, infact you should get to around 3 - 3.2Ghz on the stock heatsink and keep under 70c load on Prime... Really you get what you pay for with heatsinks...
