You sound like you're struggling here, how about starting with the basic issue: You say Virgin is slow for you, how exactly are you testing this? Is anyone or anything else using the connection at the time? Have you ruled out software on the device you are using (updates/malware etc.). If the answer is 'wifi' then stop, get a cable, connect direct to the router and make sure other devices aren't connected to the internet and run a speed test (speediest.net is usually OK), this should give you a rough indication of your connection, it will vary depending on the time of day and server you are testing the connection to and how many other users on the node/how much they are using.

At present you have a Virgin phone line and a Virgin cable connection coming into the property, they belong to Virgin Media and no other provider will (or legally speaking should) touch the master socket, extensions could be connected to another master socket though. If you do have another line coming into the property it's very likely to be 'BT' if it's historic, or 'Openreach' if it's newer (other regional/small area providers exist), this is what would be used for any other connection you may have. If you don't have one then you are going to need an engineer to attend the property to install one. Most (other than BT) ISP's make a minimal/no charge to install a brand new line.

From the checker results you posted, you are likely to get near the maximum (80/20) on your line, your price point is slightly unrealistic unfortunately, it's £28 for Vodafone (£26 if you have a Vodafone contract) including line rental, with cash back (quidco/TCB) you may be able to do slightly better, but the actual bill will still be £26-28/m.

Personally, i'd suggest investigating the Virgin issue before you go any further, a lot of the time the issues people have are literally issues they have rather than the connection.
