Relational database to mirror paper filing

Need some help, basically I want to make a simple database, or use an off the shelf/web version to do the following.

Document A is the 'master' document that others relate too, is there software where I can scan in this document, give it a tag or date/code, then scan in another and link it to it, and then another, so if I find document A it will show me that document a1 and a2 and so on are related so i can easily open them?

I'll be honest I didn't really watch the video properly

But sounds like you want a system to store and organise your documents, and if you can program I'm sure you could knock up a basic system to do that.

I think this http://www.openkm.com/ seems like it would do what you are describing though.
