Road Tolls fees to reduce Council Tax bill

I read to day that the money from new road tolls they want to introduce could be used to reduce council tax rather than petrol duty and/or road tax. In fact it's in the times here

This seems a bit iffy to me, milking the motorist more. I understand that cutting the road tax would encourage car use more, especially in rural areas but I don't think the public transport is there for a lot of people anyway! I cannot see the council tax bill being dropped as the councils seem to either be skint and cutting services or spending on non essentials anyway, bsides they could spend the money on fixing the roads!!
 
is this going to be a optional scheme or all we all going to be forced to be tracked by satelite ?

Hmmmm, "reduce" and "tax" are not words often used together in anything other than electoral campaign propaganda.

What it could mean, in reality, is that CT does not actually go up for a year or so.
