Rocket Lake and B560 - Safe VCCIO2 (Mem OC) voltages?

I have i5 11400, MSI Mag B560 Torpedo motherboard and 16GB DDR4 3600Mhz CL16 RAM kit. Is it normal that Gear 1 requires pretty high VCCIO2 voltages? If I have understood correctly, VCCIO2 is the correct voltage for memory overclocking when using RKL CPUs.

Stock XMP VCCSA is 1.250V and VCCIO2 is 1.310V. If I set memory speed to 3600Mhz and leave voltages at auto, VCCSA will go to 1.310V and VCCIO2 to 1.400V. I can lower VCCIO2 to 1.32V but anything below that and my PC won't boot and says "memory overclocking failed". Is 1.32V for VCCIO2 safe? VCCIO1 is always at 1.050V and 3466Mhz RAM speed requires 1.28V VCCIO2 to boot. All RAM tests are stable though.
