Ryzen 2600 Overclocking. Clocks always at 4Ghz?

I've had my 2600 overclocked for a while now, 4GHZ 1.3V. I've noticed that my CPU clocks are always max though even at idle. Is this normal for ryzen overclocking or is there a setting in the bios I need to change somewhere?

Enable AMD cool and quiet in bois. It's deactivated when you set a overclock in the bois automatically. This may affect your stability in the overclock. Just play about with volts for cpu.

As above and also check in the power management in windows that the minimum processor state (for which ever power plan you use) is'nt set to 100%.

When it's set to ryzen balanced the min processor state is 100% I changed mine to 5% and turned amd cool n quiet on and now it downclocks.
I have been messing around with overclocking mine but have just left it default because it auto boosts to 3.9

AMD cool n quiet is turned on. I'm on the standard balanced powerplan which shows minimum cpu use 5%

I'm not sure what else could be causing the clocks to stay maxed
