So they have to tell the people whose details were on the papers? wish I had collected more now

Yes, the data subject(s) must be told immediately about a breach of their personal data.

Failure to do so will only make things worse for the data controller.

Absolutely, last year I sent stuff out but was blameless for it however, although very innocent data from 14 years ago, all had to be contacted.
