I'm currently in an area where I can only get Sky Connect, with 21CN coming next year will this mean that Sky will be able to offer the same service as those exchanges they have LLU'd?

Unlikely. LLU allows them to use their own connections from the exchange to their core network which is normally done at a lower ongoing cost than using BT's infrastructure. A 21CN upgrade still means that it's BT's backhauls from the exchanges so the cost is still higher than LLU.

Because they are? 21CN's part of that and it costs ridiculous sums of money to plant fibre in every street...
