Your only on standard ADSL speeds looking at that (due to upstream being 414kbps).. Are you not able to get ADSL2+ in your area? Which ISP are you with? If you went on to a ADSL2+ package your speeds should jump easily and be capable of around 4-6MB+.
For comparison, I'm with Sky on their ADSL2+ LLU network and my line attenuation is 54dB and my downstream sync varies between 4500-5000kbps, so you should be able to get even higher.
