This is not during a file download that it starts to lose speed, but if router has been on for hours and I start a download it will begin at a slower rate than normal and remain so.
If I restart router and do same download I get around max speed for a 8Mb package. Have noticed this a lot with Windows Update and Microsoft website when trying to download service packs.
Here is an example using Speedtest.net just now. Not sure if IP address remained the same as only checked last digit and that remained the same.

I sync at 8128kbps and interleave is disabled (used to sync at 8128kbps with interleave on) and router stats (values don't change after being on for hours)
