Small sensor Crop factor Q's

i intend to buy an EOS 400d sometime soon (in the next few weeks) and then save up and buy a nice (read: expensive) lens later when i can afford it.

i've been doing some reading and read that the 400D has a smaller sensor that causes a 1.6x crop factor.

so, my question is, does that mean that a lens like the Canon 24-70m 2.8L will become equivalent to a 38.4-112mm lens on a full sensor size camera?

Just to add to what ichabod has said, every lens (yes, even the EF-S range) shows the focal length on a full-frame sensor (or 35mm) and you need to multiply that by 1.6 to get the effective focal length.

Great for getting extra reach out of cheaper zooms and telephotos, rubbish for wide-angle.
 
And the lovely people at Canon make the EF-S 10-22mm. I loved that lens when I had it - really felt like L quality glass without the little red band.
