Smartphones - manual video settings

Hi

I'm looking to buy a new phone which has the ability to adjust manual settings such as white balance, ISO, and shutter speed for video. I know that a lot of the flagships have the ability to do this for photo, but I cant find any direct info on the ability to do this for video except for the LG V30.

Could anyone advise if these features are available on samsung, google, 1+ phones please ?

Do you have a view on what is the best smartphone hardware(and accompanying software) for video ?

Just had a mess about with the camera settings on my S8, stock setup, and it does all those things for video.
Hope that helps.

Very basic white level and brightness control on my Sony for video.

I would assume if the phone supports full camera2 API then you may be able to do this with a 3rd party camera app.
