If the items for a delivery area are below 40% of the expected volume then the items are stockpiled to the next delivery day and the postie for that area is redployed to another area that's currently under stress.

know a couple of posties, they dont always have time to finish a walk so anything that doesnt get deliverd gets faffed into a post box and will get redelivered in a couple of days
