Spec me a 4k HTPC TV/monitor £500

I'm looking for a TV but all I really need is a good panel. I have a good HTPC with a Freesat tuner and a HDMI soundbar in it so I just want the best available panel. Speakers, software, etc is all irrelevant as I'll just use the PC.

Usage: TV, Youtube, Netflix, Light gaming. I realise that 4k content is sparse at the moment but I need a new TV and it seems pointless spending money on 1080p.

There are some restrictions:

- There are shelves above where I'm putting it, the maximum height of the TV must be less than 60cm (the actual gap is 60.2cm), width doesn't matter but 40" monitors look about the best size.

- My HTPC has only HDMI1.4 so I want a TV with Picture-By-Picture mode so I can run two inputs of 1980x2160.

There are a lot of 4k TVs in this bracket as well, am I better off going for one of those e.g. a LG 40UF770V and various Panasonic and Samsung models. However, I've been finding it difficult to determine panel types and whether they support Picture-By-Picture. Presumably if I'm not paying for all the software and extra features, a £500 PC monitor will be better than a £500 TV? Can stretch the budget up to £600 if there's something really worthwhile for the extra money.

Any advice/recommendations are welcome :)
 
Unfortunately it's a mini-pc without DP and expansion slots. It as a i7 5557u CPU though which is fine for the games I want, emulators, rocksmith and jackbox.tv

I thought that the prolite would be able to do 60hz if it was displaying from two 1920x2160 inputs side by side?
