spec me a system 250-300

hi my friend has an old xp2000 which is on its last legs so he wants a new computer but only has 250-300 so its a tight budget

he doesnt do any gaming at all and just uses it mainly for web browsing and a bit of photoshop

he was gonna get a base unit from somewere so i said i would build his computer for him to make his money go a bit further

so he wants the fastest cpu possible as hes not going to overclock
a cheap pci card as he doesnt game
memory and a cheap motherboard
and a decent/fastish hard drive + and a semi decent psu

hes already got win xp so he doesnt need an OS

so just the best bang for buck
