Spec me a system for 600 squids!

Hey guys, if your bored and have nothing else to do and fancy helping me find something for that budget, then please do.
A friend has given me a budget to work from and he wants me to spec him a machine, so I thought i'd do see what you guys could come up with aswell.
He uses it for the usual internet use, music, downloading, movies, gaming.
Wants to be able to play games with stable fps, no crazy resolutions.
Needs to be able to play things like BF2, CSS, CoD2, Quake 4 with stable fps at probally 1024 - 768.
Anything else you need to know, just ask.

This is true mate, and I said the exact same thing as you, thats why I have gone Dual Core with my system, but I don't think it matters to him that much.
Well I can't spend what he don't give me, so thats what I will have to work with, but your points are valid.
