What resolution is your monitor, 1080p? If so, I'd probably look at getting something like a 27" 1440p (or above) screen.

At a higher resolution you're a bit less likely to be CPU bound, so with that in mind maybe get a new GPU - if you need it, which you may well do. I would think a non-K 2600 CPU still has a reasonable amount of life in it.

How old is your PSU?

Is your cpu the K model as they can definitely be pushed further with decent cooling.

With your build, I don't see the point in upgrading.

Maybe the gpu and to a ultra wide or 1440p monitor.

IS the occulus a separate budget?

If it was me, which it isn't, I would look at;

A good AOI CPU cooler (my choice would be Arctic Cooling Liquid Freezer)
Your choice of Nvidia 1070
A nice 1440p G-sync monitor (IPS rather than TN if budget allows)

Your CPU can be pushed, in fact Sandybridge was notorious for its OC potential, and nothing else on your list is inadequate. You could always try a 1440 on your current Titan and if it's not running smoothly upgrade to a 1070 after.

Just my tuppence.
