Spec me some potential builds budget less than £400

For my dad, he is after a cheap pc excluding case.

From my basic spec I have managed to piece together what I would think of as a fairly decent attempt:

It's going to be connected to a 40" Samsung LCD TV, and will be used as a basic media pc to watch videos, music and browse the internet.

Please put a spec together for as far below £400 as possible whilst making it as close to bang for buck as possible at this price range. Any amendments would be would be greatly appreciated!!
