I'd go with this.if you do give a speech, just make it short, tell people about how long you've known him. Tell a story about when he did something honourable, then tell a funny story about something he did embarassing. Copping off with a fat bird or whatever.

Milestone isn't it? Just traditional to celibrate a 21st more than others. I.E 16th, 18th, 21st then thats it lifes over.
Not unusual at all. I had a speech at my 21st and I've given a few. Keep it short. Thank everyone for coming, say what a good bloke your friend is, give a funny anecdote and wish everyone a nice evening. 3 minutes is enough.
