starting a business where to actually start?

Web design is pretty lucrative if you have the skills. That's the point isn't it, web design is a high skill job. While computer repair does take some skill, it's a common hobby and it's easy to DIY fix a home computer. (Businesses are different though, businesses with complex networks that need to be set up and "repaired" can be decent money), but I don't know if I said this already (I've got a paralell discussion about this on a business forum), to get access to computer/network repair for businesses you need to have skills and certification.

With the tools available these days I dont really think web design is any harder than computer repair really.

As has been said there is money in second hand games, if they were to focus on that then his business could work, whether or not they would need the overheads of a shop is another matter, I would personally build it up as a mail order business first and then when stock and business dictated maybe look at opening a shop.

sure, if a client is happy with a off the shelf wordpress theme or something. But web design isn't just about using the tools.

I've hired plenty of web designs for odd jobs around my site. Trust me you can tell whose a seasoned pro with 5+ years experience in the field and whose just winging it.

But you're right about yuor second point. It's stupid to pen up a retail outlet when you've got no funds and no access to capital (e.g. investors, credit history to get loans etc). You won't be out of pocket too much if your small online business fails. But if your retail business fails you'll be out of a lot of money.
