Steam update stuck on either 27% or 99%

As title. Bought a 2nd 4870 with free Dirt 2 last this week and I've been trying to install Steam, but whenever it starts the update, it gets stuck on 27%. I've uninstalled and tried it again andf then it stalls at 99%. Any ideas if there's a problem with Steam itself? I've turned off my firewall (Zonealarm) to see if thats the problem but its not..... :confused:

Be much less hassle for you to buy a dirt 2 boxed retail copy and send your dirt 2 steam code to me

Had a similar problem before. Try rebooting in safe mode with a network connection (F8) then try updating it. Once updated reboot again and start windows normally.
