You get this from lazy, can't be bothered types at Kwik Fit style tracking stations (so I'm told)... Apparently, when you adjust the tracking, it will have a knock on effect on the way the steering wheel points. The wheels will point straight ahead, but during the course of the adjusting, the steering wheel will move. A decent place should set it straight again - a lazy place won't unless you ask them, as it's a PITA.
