"Strobe" effect - FCP

I was hoping one of the more seasoned video editors could point me in the right direction.

I'm trying to put a video together, which starts in a similar fashion to the following video at 0:53

I would like to break up "quick flashes" of video footage, witha strobing effect.
Anyone on here know how to do it with Final Cut Pro?

Easiest way to get the effect in the video would be to create a slug with a duration of 1 frame and insert it every few frames into the bit of video you want to strobe and after each black frame cut to a slightly different shot or a few frames further into the shot.
