Yes, I know, I hate these threads as the next person but the paypal site is absolutely useless.

If someone was to send me a Gift via paypal, could they still do a chargeback and reclaim the money or as soon as it hits my paypal account it's mine and can't be retrieved back?

It all depends:

They cannot open a dispute and if say the money came from an existing Paypal balance you would be OK.

However if the purchase via Paypal was done by credit card they could get the CC company to do a reversal

or they could claim it was an unauthorised payment by a third party who somehow gained access to the account
