System Backup is out of control...

This is a problem that has been plaguing me for some time now, and me being lazy, I had chose to ignore it.
Looking at my free space on my secondary hard drive partition it seems that backup files consist of just over 80GB. the partition itself is only 110GB, and a further 20GB of that is taken up with various files.
My question is, can I just delete the backup files?
Another option is to simply revert back to the earliest backup and start afresh as my primary partition is filled as well.
Would this speed up my computer in any way? As my primary partition has EVERYTHING on. As I understand keeping the operating system on a seperate hard drive speeds things up, but is this also true with different partitions? :confused:
