My mum has just switched from 2mb BT broadband to 2mb Talk Talk broadband
because it was cheaper. On BT 2mb I could download from the astraweb news
server at a constant 180-220 KBps for sometimes 3-4 days on end. Today when
I started downloading from Talk Talk i was only getting around 95KBps and
now its gone down to 36-50KBps. I phoned tech support up they told me to
goto :-
http://speedtester.bt.com/cgi-bin/home.page.pl
and do an online speed test and it came back as 645Kbps which I think is
80KBps. They said this was an acceptible speed for 2mb by BT's own test and
I said but on BT's 2mb I got nearly 3 times that much they then said they'd
get there tech support to call back in 48 hours and do more in depth tests
and because my mum is regiestered blind and I don't live with her ( I only
came to install the broadband for her) that calling back in 48 hours wasn;t
acceptible. She has a disibility and therefore can't do what the tech
support may require her to do for the further tests in dertermining if the
speeds are ok which I already know they're not. Anyway cut along story short
my mum ended up saying it wasn't good enough, she wants to cancel and go
back to BT and they said there's £70 disconnection charge for the service
but I told him the service isn't the 2mb stated that we're paying for. She
says she won't pay for the disconnection charge is going to contact trading
standards, oftel, watchdog and some other organisation (can't remember there
name) that handles unfair treatment of disabled people.
Anyway I'm sure some people here have had similar issues with maybe the same
ISP and they claiming that a constant 550-950Kbps is 2mb because BT say :-
"For 2000kbps End Users speeds are between 400 - 2000kbps" Even though I
haven't seen once go up to 1500kbps let alone hit 2000kbps.
I've been running other speed tests on
http://www.adslguide.org.uk/tools/speedtest.asp
and been getting on average 950Kbps which is on there chart the same as 1mb.
The guy on tech support said a lot of the other online adsl speed tests
aren't true speed tests and only test your speed through ping so they can't
accept the result of those tests.
Anyone have advice, tips that might come in useful in dealing with the legal
issues or charges?

BTW We haven't actualy canceled it yet because they said if we do they will
take the £70 straight away by direct debit. She's going to cancel the direct
debit for talktalk.net and write a letter to head office informing them she
isn't receiving what she's paying for therefore shouldn't have to pay the
disconnection fee.
