They can charge you if the water is filtered however. There's a chinese restaurant near me where the water supply has a filter, this allows them to get away with charging for it.
As far as I know, it's only late licensed clubs that are lawfully required to serve free tap water.
Pubs and Restaurants do not have to, yet a large proportion do just because they're nice like that
I think it's related to people getting dehydrated and dying from Ecstacy in the early 90s because clubs refused them tap water and they couldn't afford to buy bottled.
