Teaching Someone To Drive

I guessed this would be probably the best place to ask,

My partners dad told me the other day that they had changed the rules on teaching someone drive, not as an instructor but as someone who sits in the car with you. It used to be you had to be 21+ and have held a full licence for 3+ years, but now you can be 17+ and held a full licence for only 1+ years??

Im not sure if he has got it right or not, just wondered whether anyone here knew what the rules were?

My situation is that Im 19 and I passed my test May last year so I have held my licence for over a year, and my partner is now learning to drive, would it be ok for me to sit in the car with him to help teach him to drive??

Thanks in advance.
