Thailand Human Rights Website Redesign

I've been asked to help come up with a redesign for this website:

It is a website about a certain tribal ethnic minority in Thailand and has been created by a man who is almost certainly the world's leading expert on them and has lived with them for nearly 20 years.

The problem is that the website appears to be nearly as old as I am and there's just way too much stuff on it. The front page is cluttered and about 8 screens long. It's not useable.

I thought of dividing it up into an informative homepage, then links to sections on detailed information, campaigns, articles, photo gallery, blog and links would make it a far more useable and accessible.

Can anyone suggest the sort of new layout that would make this site better, or provide an example?
 
I think you've got the right idea, i'd probably be looking at a Wordpress template, it would seem to suit this type of site down to the ground.
