    Johnson doesn't actually know or care, he's an intelligent bloke but he's far from being a decision making leader. His time as mayor showed he's happy for others to do the governance and decision making whilst he minces around in the limelight.

    Its highly likely why he's so popular because he's happy for the cabinet to do the work so long as he can take the credit when it goes right and blame them when it doesn't.

    Just like his tenure as mayor, his main priority will be Boris exposure and lining the pockets of his and his chums pockets (garden bridge anyone?)
