They say it's not a foul because there is not enough contact but then why isn't a booking for simulation? the way the player goes down it's got to be either one or the other.

Why does it have to be one or the other. There can be natural contact between two players without it being a foul.

And from a technical/var point of view. The ref shouldn't award a penalty unless he's extremely confident that it was a foul - in other words he could be 60-40 thinking it was a foul and therefore wasn't a dive but still not award the penalty and iinm VAR cannot give out a yellow unless the ref has given a pen and VAR has overruled it.
