It depends what you prefer doing, you can gear up doing both PvE strikes and PvP. The levelling will be a bit random(as you are relying on random drops) so you will have to bear with it. Just worry about getting to level 20 first, it shouldn't take you too long just by doing quests and bounties.
Getting past lv24 is difficult, so you may want to start getting the maximum amount of vanguard and crucible marks every week as legendary gear is quite expensive to buy from the tower vendors. You can worry about that when you get lv20.
If you fancy grinding through your remaining levels there are a few places to do it. One is taking the mission 'The dark beyond' on the moon and getting to the point where you find a dead guardian. The door will open and you will then get rushed by waves of enemies. Kill as many as you can without killing the Knight. It doesn't matter if you die as you will respawn right before the event starts again(provided you don't kill the Knight). If you do manage to kill all of the small enemies, just let the Knight kill you and start over. You can get good drops doing this as well but its tedious.
