The right thing?

I've just been watching a programme on 4 about the problem with children in Honduras -

"The foreign affairs series journeys to Honduras to reveal claims of paid police executions on children... Blamed for the rising crime wave, the children face a greater danger - street death squads."

At one point they showed children begging for money which mainly went on glue.
My thought was; is it right to give someone money which you know will go on drugs and thus helping them do themselves harm or do you not give them money and possibly force them into crime to get it?
 
whilst not condoning drugs of course, these kids have nothing,These poor kids have been forced out of homes by parents that cannot afford to keep them, the girls sell themselves to get money to live,often they are forced into it, they then have children themselves often at the age of 14 or younger thus perpeptuating the problem. so I almost understand that they use to glue to forget, wouldn't you want to? If you want to give money give it to the charities that do good work there.
