Haven't played TF2 in absolutely ages so what the hell is all this stuff about? Last time I played it was just a normal FPS and now it seems all RPG-ish

Not really.
It's still a class based FPS, but now you have optional weapons and items that you can equip for each class.
It's all pretty balanced as well, every + side a weapon has, it'll have some negative effect as well.
