Its not as straight forward as it seems, as with most puzzles on these shows.

If you think about it each of the big pyramids you can see consists of more than 1 layer, so in their own right there are numerous little pyramids in each "big one"

If you count the whole ones then you must count each section and above as a separate one therefore making 28 in total.
