The internet is a great teacher for basic chords and scales, practice them in combination with learning tabs to your favourite songs and you'll find it enjoyable and satisfying.

As for acoustic/electric, it depends entirely what sort of music you want to play. If you want to play electric, get electric, if you want to play softer acoustic, get an acoustic :p I borrowed someone's acoustic for a couple of weeks and realised pretty quickly that I really wanted an electric.
 
You can find pretty much all the basic tutorials to get you started on the net, I had a book like that and it taught some basic chords, you might wanna get one if you can't find all you need on the internet.

There are loads of "Spec me my first electric guitar" threads, this is the most recent one. General concensus indicates the Yamaha Pacifica 112 along with a decent amp and effects is the best combination to go for.
 
The Yamaha Pacifica is deifantely a great place to start, the lead guitarist in our old band often chose to use his battered old Yamaha over his Fender, really great guitars for the money.
